California residents and Jacksonville State nursing
Two facts frame JSU for a California nurse. Jacksonville State's FNP and AGACNP tracks consider residents of only Alabama, Georgia, Florida, Mississippi and Tennessee, and California's Board of Registered Nursing does not list JSU among the out-of-state NP programs cleared for California clinicals. The Post-Master's DNP and MSN in Population Health print no state list, so talk with the School of Nursing first.

The BRN list, and JSU's absence from it
Few boards spell it out as plainly as California's. Its regulation at 16 CCR 1486 keeps a non-California NP program out of California clinicals until the BRN has approved it. A cleared program also commits to Board-qualified preceptors, to NONPF and AACN standards, and to teaching California NP law, including BPC 2835.7 and 2836.1.
A Verification of Clinical Practice Experience form starts the BRN's review, a vote at a Board meeting ends it, and cleared programs appear on the BRN's out-of-state NP page. JSU was missing from that page when it was read on September 27, 2026, so an NP student could not plan on California clinical hours unless JSU secures approval.
Licenses, protocols and California practice
California has never joined the Nurse Licensure Compact, and no bill to join is pending. Anyone training in California for an outside NP program holds an active California RN license under 16 CCR 1486(d), the same license California wants before it certifies an NP.
Each California preceptor for such a student is licensed in California in their own field and qualified for the student's NP category. The school orients every preceptor, faculty review them biennially, and a written agreement among agency, preceptor and school defines the role. AANP rates California restricted, since in select settings and procedures an NP practices under a standardized protocol agreement; the BRN describes possible exemptions.
Where California's care is concentrated
Los Angeles-Long Beach-Anaheim alone counted about 12.8 million residents in the 2025 census estimates. Next come Riverside-San Bernardino-Ontario at roughly 4.8 million, then San Francisco-Oakland-Fremont near 4.6 million and San Diego-Chula Vista-Carlsbad near 3.3 million. Oakland-headquartered Kaiser Permanente, Stanford Health Care, Los Angeles's Cedars-Sinai, the University of California's six academic health centers and Sutter Health are among the systems.
Trading California for one of the five states
Moving to Alabama, Georgia, Florida, Mississippi or Tennessee brings the NP tracks within reach; JSU then considers you as a resident, and admission is still its call. All five are compact states, so a California-only RN license gives way to a multistate license from your new home state, and clinicals follow that state's rules rather than the BRN's. Questions JSU students ask
Can a California RN complete JSU's FNP program from Los Angeles?
No. JSU considers FNP and AGACNP applicants who live in its five Southeastern states, and California is not one of them. On top of that, California regulation makes the BRN's approval a precondition for any outside NP program's California placements, and JSU is absent from the BRN's roster of outside NP programs cleared for clinicals in the state.
Could I do a JSU Post-Master's DNP residency in California?
Ask before planning on it. JSU publishes no state list for the Post-Master's DNP and asks non-Alabama residents to contact the School of Nursing first. Section 1486 is written for NP programs and the Post-Master's DNP is a leadership track, so the School of Nursing and the BRN should confirm how a California residency would be treated. Does California law cover nurses in postlicensure courses from other states?
Partly. Section 2729 of the Business and Professions Code allows nurses holding another state's or country's license to give care incidental to a postlicensure or continuing education course the Board has approved. Whether an out-of-state MSN practicum fits that is for the BRN and JSU to confirm.
Will my California RN license work if I move to Georgia or Alabama?
Not on its own. California's license is single-state, and all five of JSU's NP states belong to the compact, so you would license in the new home state. JSU's web pages and 2026-27 catalog word the RN license requirement differently; the RN license page explains both versions.
