Delaware nurses and Jacksonville State's programs
Delaware sits outside the circle of states whose residents JSU will consider for its FNP and AGACNP tracks, a circle drawn around Alabama and the four states that border it. For the Population Health MSN and the Post-Master's DNP no list is printed, but JSU wants anyone living beyond Alabama to get in touch with its School of Nursing first. Delaware adds one of the more detailed notice rules for schools based elsewhere.

Outside Alabama, JSU's NP licensure disclosure from 2021 gives every state the same label, not yet determined, and Delaware is no exception; the disclosure page explains the wording and JSU's NC-SARA participation.
Delaware wants notice before the first clinical day
Delaware's Board of Nursing (Division of Professional Regulation) expects an outside school to notify it before its students begin clinical work in any Delaware facility, and it wants paperwork with that notice.
The standards are written for every nursing education program, pre-licensure, RN-BSN and graduate alike, so a JSU practicum or residency placed in Delaware would seem to be covered. Whether JSU has filed in Delaware is unconfirmed; ask the School of Nursing before planning Delaware hours.
The package Delaware expects
- Evidence of approval by the home-state board, or of national accreditation
- Each clinical agency agreement, in writing
- What the school requires of its clinical faculty and preceptors
- Faculty and preceptor names, each matched to a site
- Current Delaware or multistate licenses for all of them
Before any student is assigned, the Board also approves the facility itself from forms the school files, and its representatives may visit.
Who may teach and precept in Delaware
Online-program faculty who work as a clinical instructor or preceptor on Delaware soil need licensure, or a privilege to practice, at the student's target level or higher. Delaware defines the preceptor role narrowly: a nurse with a valid license and at least a BSN.
Two compacts, one not yet running
RN compact membership in Delaware dates from January 2018. The state went further in August 2021 by adopting the APRN Compact, and by 2026 only five states had done the same; that compact needs seven before it operates. AANP rates Delaware full practice.
The Delaware slice of the Philadelphia-Camden-Wilmington metro held about 588,000 people in the 2025 census estimates, and the Dover metro and Seaford micro area cover the south. Wilmington is home to Nemours Children's Health's Delaware hospital, and ChristianaCare, Beebe Healthcare and Bayhealth are other examples.
Relocating to one of the five states
Only a new address in Florida, Tennessee, Georgia, Mississippi or Alabama opens JSU's NP tracks, and admission still turns on JSU's review. Since Delaware and all five belong to the RN compact, the license side is straightforward: your multistate license is reissued by the new home state once the move is permanent. For a current student, JSU's graduate handbook requires reporting a change of residence and getting it approved before progressing. The five-state rule page compares the five.

Questions JSU students ask
Can I apply to JSU's AGACNP track from Wilmington?
Not with a Delaware address. The graduate nursing page at JSU names five states whose residents it will consider for the nurse practitioner tracks, and Delaware is not one. Moving to one of them lets you apply as its resident, and JSU's admissions review then decides.
Does Delaware's notice rule apply to graduate programs?
It looks that way. The Board wrote its standards for every nursing education program, without a separate track for graduate study. So before a JSU student trains in a Delaware facility, the school would notify the Board and send its approval proof, agency agreements, preceptor standards and names, and license copies. The School of Nursing can say how it approaches that.
Will the APRN Compact Delaware passed carry an NP license to Alabama?
Not today. Delaware adopted it in 2021, yet it cannot switch on before a seventh state joins, and Alabama is not among the five that have enacted it. RN practice is different: Alabama's Board of Nursing accepts other compact states' multistate licenses unless Alabama is your primary residence. See the RN license page.
Can a Delaware nurse take JSU's Population Health MSN?
No list exists for the MSN. What JSU's MSN pages do say is that anyone living beyond Alabama should reach the School of Nursing first, ahead of applying to JSU at all. The program runs online with required practicums in NU 5980 and NU 5985; the MSN Population Health page has the full plan.
