Tennessee lies just south of Kentucky and sits on JSU's short list for nurse practitioner applicants; Kentucky is not on it. From here, the Post-Master's DNP and the MSN are conversations to open with the School of Nursing. Kentucky's board takes a light touch with outside programs, but it attaches licensing strings.

JSU programs for Kentucky residents
The residency rule for JSU's FNP and AGACNP tracks covers Alabama and the four states on its borders, and Kentucky is not one of them. Other JSU graduate options post no state list; non-Alabama applicants are invited to reach the School of Nursing ahead of time.

In JSU's NP licensure disclosure from October 2021, Kentucky carries the same not-yet-determined mark found beside every state except Alabama; the disclosure guide unpacks that.
KBN's light touch, with licensing strings
KBN's stance on schools from other states is hands-off. It approves none of them and requires none to come to it, even a program whose only footprint in Kentucky is a clinical rotation. What KBN does approve is prelicensure education that starts inside Kentucky; RN-BSN work is beyond its jurisdiction, and graduate programs come under it only when they end in licensure.
The strings are about people. When an online MSN or DNP that prepares APRNs has students in Kentucky clinical settings, KBN wants the supervising faculty, and the preceptors, to carry clean, current Kentucky RN and APRN licenses. If they reside in another compact state, the Kentucky APRN license alone will do.
Why JSU's NC-SARA status matters here
Kentucky law carves out room for a nurse licensed elsewhere to complete a clinical rotation in the state, and KBN ties that carve-out to the school: it must either belong to SARA or hold a license from Kentucky's Council on Postsecondary Education. JSU reports approval to take part in NC-SARA, which lines up with the first route. Confirm with the School of Nursing how your course uses it.
Practice rules and care across Kentucky
Kentucky joined the compact in January 2018; the APRN Compact is not active there. AANP rates Kentucky reduced practice, and prescribing is the sticking point: NPs who qualify maintain two physician agreements, one for controlled substances and one for other drugs, unless KBN exempts them. First-year licensees also face rules about the kind of employer they work for.
Louisville's metro holds about 1.12 million people on the Kentucky side; Lexington comes next, then the Kentucky counties within Greater Cincinnati, then Bowling Green. St. Elizabeth Healthcare, UofL Health, Norton Healthcare, Baptist Health and UK HealthCare are among the systems there, named only as examples.
Tennessee, right across the line
For a Kentucky nurse, Tennessee is the shortest road to the NP tracks. A Tennessee address makes you someone JSU will weigh, though the admission decision stays JSU's. Tennessee carries an open question, a bill that would freeze new approvals for schools outside Tennessee that want to send students there for clinicals, covered in our Tennessee guide. Both states are compact members, yet a move shifts your primary state of residence, so plan the license step with Tennessee's board.
JSU also wants enrolled graduate students to clear any move, job change or new clinical location with the program first.

Questions JSU students ask
Can a Louisville nurse enroll in JSU's FNP track?
Not with a Kentucky address. The FNP and AGACNP tracks draw applicants from five Southern states, and Tennessee is the nearest of them. Moving there would make you eligible to be considered; JSU decides who is admitted. For the Post-Master's DNP or MSN, which publish no state list, the School of Nursing asks you to get in touch first.
Must the Kentucky Board of Nursing approve JSU?
No. KBN does not ask schools from other states for approval, even when a Kentucky clinical rotation is all they bring. It regulates the people instead: for online MSN and DNP programs preparing APRNs, the faculty who oversee Kentucky clinicals and the preceptors working there must hold Kentucky licenses.
Does JSU's NC-SARA participation help in Kentucky?
It can. Kentucky's nursing law lets a nurse from another state complete a clinical rotation there when the school belongs to SARA or holds a Kentucky Council on Postsecondary Education license, and JSU reports NC-SARA approval. Ask the School of Nursing how that route applies to your course before a Kentucky site is chosen.
How does Kentucky NP practice compare with Alabama's?
Both sit in AANP's reduced practice category. Kentucky's limits center on physician agreements tied to prescribing and first-year employer rules for new licensees, while Alabama requires a collaborative agreement with a physician under joint nursing and medical board rules. Neither state appears on AANP's full practice list.
