Massachusetts nurses and Jacksonville State's online programs
Living in the Commonwealth closes JSU's two nurse practitioner tracks, whose applicants must reside in one of five Southeastern states. The Post-Master's DNP and the Population Health MSN come with no state list, so JSU's request is simple: talk with the School of Nursing before you apply. Two Massachusetts quirks follow: Board approval for outside schools and a compact law not yet in effect.

Part A, Part B: the Board's approval track
Massachusetts sets out a formal gate for schools headquartered elsewhere. Under 244 CMR 6.03(2), any classroom or clinical learning such a school runs in the Commonwealth needs the nursing board's approval. The school files Part A, about itself, once a year and at least six months before placing anyone; Part B goes in for each placement 30 days ahead, and students begin only once the approval letter is in hand.
The rules are exacting: any change to a placement is lodged at least 14 days before it begins and reported within seven, one faculty member oversees ten students at most, and one preceptor two. The catch for JSU readers is scope: the Board frames these criteria around schools that ready graduates for the NCLEX and says nothing about graduate study, so whether a JSU residency would need a Part B filing is an open question for the Board and JSU.
A compact law passed but not yet live
Massachusetts lawmakers adopted the compact in November 2024, yet the Board counts it as dormant until the rollout finishes. It is working toward May 2027, having secured conditional sign-off on FBI background checks in May 2026, while NCSBN's table still shows no date.
In the meantime, a Florida or Georgia multistate license, for instance, gives its holder no standing to work in Massachusetts, and the usual Massachusetts application still applies.
Care and practice in the Commonwealth
AANP files Massachusetts under full practice, reached after two supervised years alongside a qualifying APRN or physician; comparable experience may earn an exemption. No state preceptor incentive showed up in official sources.
By 2025 census estimates, about 4.58 million Massachusetts residents live in the Boston metro. Worcester follows at close to 889,000 and Springfield at close to 464,000, while roughly 594,000 more live in the Massachusetts part of the Providence metro. Mass General Brigham and Boston Medical Center sit alongside UMass Memorial Health, Baystate Health and Beth Israel Lahey Health among the major systems.
Heading south to a JSU state
A move into the five-state area changes your standing: people living there are the ones JSU considers for its NP tracks, and admissions still has the final say. All five run the compact today, so the home-state license you earn there would travel as a multistate credential. Can someone living in Boston join JSU's online FNP track?
Not while Massachusetts is home. JSU's graduate nursing page limits NP track applications to residents of five Southeastern states. A move there brings you into the group JSU considers, and admission remains JSU's call. Ask the School of Nursing about the rest.
When does the Nurse Licensure Compact start in Massachusetts?
Only once the Board finishes implementing it. The law dates from November 2024, the Board is aiming for May 2027, and NCSBN's table still lists the start as to be determined, so check the Board's compact page for the latest.
Does 244 CMR 6.03 apply to DNP or MSN students from outside schools?
The Board wrote its criteria for NCLEX-track schools, and its page says nothing about post-licensure or graduate students. That leaves the question open for a JSU residency or MSN practicum in Massachusetts. Ask the Board and the School of Nursing together.
How does JSU's licensure disclosure treat Massachusetts?
JSU's NP disclosure, dated October 15, 2021, labels Massachusetts not yet determined; only Alabama gets a yes. JSU says it reviews disclosures twice a year, yet this one still carries the 2021 date, and it posts no disclosure at all for the Post-Master's DNP or the MSN. The licensure disclosure page explains that wording.
