Can an Oregon nurse study at Jax State?
Partly. JSU's two nurse practitioner tracks consider applicants from five Southeastern states, and Oregon is not one of them. JSU's Post-Master's DNP and its Population Health MSN publish no state list; for those, JSU wants you to talk with its School of Nursing before you apply. Oregon itself asks very little of an out-of-state graduate program, which leaves licensing and a possible move as the real questions.

On the FNP and AGACNP licensure disclosure JSU dated October 15, 2021, Oregon reads "Not yet determined," the entry every state except Alabama carries. The licensure disclosure page explains it.
Oregon asks little of an out-of-state graduate program
The Oregon State Board of Nursing draws its line at pre-licensure education. Out-of-state PN and RN programs must notify the Board before learning activities begin in Oregon. Advanced practice education sits outside that duty, OSBN says, and so do MSN or DNP programs outside advanced practice that prepare for no new license. Asked in its APRN FAQ whether schools from elsewhere need Board approval to put APRN students in Oregon settings, the Board answers no.
Two conditions still apply. Anyone teaching nursing students on Oregon ground needs a current Oregon license, per OSBN, and authorization, via NC-SARA or via the state's Higher Education Coordinating Commission, has to be in place before a school enrolls Oregonians; JSU states that it participates in NC-SARA. An older Oregon rule that made NP students from other states get Board sign-off for practicums there came off the books in mid-2021.
Licensing and care on the Oregon side
Oregon is not a compact member, and NCSBN's compact map records no pending Oregon bill, so an Oregon RN license works in Oregon alone. For nurse practitioners, AANP rates Oregon a full practice state.
Portland anchors the population. The Portland-Vancouver-Hillsboro metro counted roughly 2.54 million people in 2025 census estimates, with nearly 2 million residents inside Oregon itself; Salem, Eugene-Springfield and Bend trail well behind. Samaritan Health Services, Legacy Health, Oregon Health & Science University, Kaiser Permanente Northwest and Providence Oregon give a sense of the systems at work there.
If the Southeast is your next address
A new home somewhere in JSU's Southeastern five is the one route onto its NP tracks. Residency there makes you eligible for application consideration; the admissions review still decides.
Your license changes the most. Every one of the five is a compact state, meaning your new home state would issue the multistate license an Oregon credential lacks, and Alabama's Board tells nurses who make Alabama their primary residence to hold an Alabama license. JSU also words its RN license rule two ways, as the RN license page explains, and a Southeastern base makes the on-campus days in Jacksonville far easier to reach.

Does Oregon make JSU get Board approval before a DNP residency there?
Not according to OSBN. Oregon's notice duty covers PN and RN programs for students not yet licensed, and the Board lists advanced practice education, along with MSN and DNP work outside advanced practice, as exempt from filing. Ask JSU's School of Nursing whether it will enroll you from Oregon at all.
Can I apply to JSU's online FNP track from Portland?
Not while Oregon is your home. The School of Nursing's graduate page sets a residency condition on both BSN-DNP NP tracks, and Oregon falls outside the five states it names. Moving permanently to one of them changes your eligibility, though admission is still decided case by case. The five-state rule page quotes the note in full.
Will an Oregon RN license cover clinical work in Alabama?
No. Because Oregon sits outside the compact, its license carries no privilege to practice in any other state. Alabama's Board looks for an Alabama or multistate RN license for nurses in graduate clinicals there, and JSU's own pages phrase the license requirement in two ways, so ask JSU's School of Nursing early which wording governs your program.
Is the MSN in Population Health open to Oregon residents?
No state list appears for the MSN. Instead, JSU's MSN pages tell non-Alabama residents to get in touch with the School of Nursing ahead of any university application. The program runs 38 credits with two practicum courses of 254 hours each, and the MSN Population Health page lays out the plan of study.
