Jax State nursing from a Pennsylvania address
JSU reviews applications to its BSN-DNP nurse practitioner tracks only from Alabama, Georgia, Florida, Mississippi and Tennessee, so a Pennsylvania resident starts outside that circle. Two graduate programs are still worth a conversation: JSU's Post-Master's DNP and its Population Health MSN, where JSU wants applicants from beyond Alabama to check in with the School of Nursing first.

JSU's NP-track disclosure, posted October 15, 2021, marks Pennsylvania as not yet determined, like each state other than Alabama, and JSU has posted no disclosure for the Post-Master's DNP or MSN. See JSU's licensure disclosure for what that entry does and does not settle.
Section 21.118 and graduate clinicals in Pennsylvania
Pennsylvania's nursing board lists no approval process an out-of-state or distance school must complete before placing students in Pennsylvania clinical settings. The Board does offer a Distance Education Application, but only for programs holding its own approval. For graduate students, look instead at 49 Pa. Code 21.118.
Under that section, a registered nurse licensed by some other U.S. jurisdiction, or by Canada, who is enrolled in an accredited program, graduate nursing or BSN, may complete the clinical hours the program requires with no Pennsylvania license. The clinical time must bring no wages beyond stipends, scholarships or program awards. Anyone who also wants a Pennsylvania RN job during the program must seek a Pennsylvania license by endorsement and a temporary permit to practice.
Compact status, NP practice and where the people are
Pennsylvania finished putting the compact into effect on July 7, 2025, so nurses whose multistate licenses from other member states are active and unencumbered may now practice there. In AANP's terms Pennsylvania is a reduced practice state: NPs stay tied, career-long, to written collaboration agreements with physicians, and prescribing calls for such agreements with two or more physicians.
Philadelphia-Camden-Wilmington held about 6.33 million people in 2025, some 4.24 million of them in Pennsylvania, while the Pittsburgh metro counted about 2.42 million; Harrisburg-Carlisle and Allentown-Bethlehem-Easton come next. Jefferson Health, Geisinger, UPMC, Penn State Health and Penn Medicine are some of the state's larger health systems.

- Carry your license acrossAll five belong to the compact. Alabama's Board, for one, says a nurse whose primary residence becomes Alabama needs an Alabama license even with a multistate license from elsewhere.

Questions JSU students ask
Can a Pennsylvania nurse apply to Jax State's AGACNP track?
Not as a Pennsylvania resident. Pennsylvania is not among the five Southeastern states whose residents JSU considers for either BSN-DNP nurse practitioner track. Becoming a resident of one of those states opens the door to consideration; the five-state rule page covers the details.
Must Pennsylvania's Board approve JSU before clinicals in the state?
No such requirement turned up in the Pennsylvania Board's regulations or web guidance for out-of-state or distance programs. What does exist is 21.118, which clears nurses licensed in other jurisdictions to do required graduate clinicals in Pennsylvania. Individual hospitals and practices set their own terms, and may expect a signed agreement with the school.
Is the Post-Master's DNP possible from Pittsburgh or Philadelphia?
JSU lists no states for it, and its DNP pages caution that some programs are not offered everywhere, so ask the School of Nursing about your address. The program expects an MSN with 500 validated clinical hours; applicants below that take NU 5841 first. The Post-Master's DNP page covers the three residencies.
Will the new Pennsylvania education rules change 21.118?
Not in substance, based on the final-form package. IRRC #16A-5141, delivered September 8, 2026, rewrites the Board's nursing education rules, yet its final annex keeps 21.118 in much the same form. IRRC has a public meeting on it scheduled for October 15, 2026; after that, look for the adopted text on the Board's website.
