South Carolina nurses and Jax State: the Georgia question
JSU's FNP and AGACNP tracks consider residents of five states, and South Carolina sits just outside that group while its neighbor Georgia sits inside it. For an NP applicant here, a move is the practical path. JSU's Post-Master's DNP and its Population Health MSN can be explored from home: for those, JSU simply wants non-Alabama applicants to talk with the School of Nursing before they apply.

How South Carolina treats a school from another state
South Carolina's Board of Nursing handles schools from other states through Regulation 91-6, and its approval step targets programs whose South Carolina clinicals lead toward a student's first license. Such a program must be fully approved in its home state, secure the Board's approval before clinicals begin, sign a written clinical affiliation agreement, put faculty on site and on shift who are licensed by South Carolina or another compact member, and run any precepted work under South Carolina rules.
Regulation 91-6 is silent on APRN programs and on RN-to-BSN completion. JSU's Post-Master's DNP and MSN serve nurses who already hold a license, so the rule as written does not appear to reach them; confirm with the Board and JSU's School of Nursing before relying on that reading.
Practice rules, a preceptor tax credit and South Carolina care
South Carolina's compact membership dates to January 2018. AANP files it under restricted practice: NPs need a signed physician practice agreement for delegated medical acts, with state caps on the controlled substances they may supply.
A state tax credit for preceptors exists under section 12-6-3800 of South Carolina's tax code, but only for rotations serving students of the state's own colleges, which leaves JSU rotations outside it.
By 2025 estimates, Greenville-Anderson-Greer passed 1 million residents and leads the metros entirely within South Carolina, with Charleston-North Charleston and Columbia both in the high 800,000s; some 454,000 South Carolinians also live in the Charlotte metro. Lexington Health, MUSC Health, Roper St. Francis Healthcare, McLeod Health and Prisma Health are examples of the systems.
Crossing into Georgia
Georgia is one of JSU's five eligible states, so a South Carolina nurse who makes Georgia home joins the pool of applicants JSU will weigh for its NP tracks; admission itself still rests on JSU's review. The Augusta-Richmond County metro spans both states, so the state on your address, not the metro, is what counts.
Both states are compact members, so a multistate license stays in play, issued by whichever state is your primary residence. Georgia's Board, for its part, has no program-approval role over post-licensure or APRN education, though its licensure conditions still apply. Questions JSU students ask
Is a Greenville or Charleston nurse eligible for JSU's NP tracks?
Not while South Carolina is your state of residence. JSU's BSN-DNP FNP and AGACNP tracks consider only applicants living in Georgia or one of four other Southeastern states: Alabama, Florida, Mississippi and Tennessee. Moving to Georgia, the nearest of them, makes you eligible to be considered, and JSU's admissions review decides from there.
If I live in the Augusta area, which rule applies to me?
It depends on the state of your home address, not the metro. The Augusta-Richmond County metro covers parts of Georgia and South Carolina, and only a Georgia residence places you within JSU's five eligible states for the NP tracks. JSU also expects enrolled students to tell the program about a move to a new state, so raise it before relocating.
Does South Carolina's preceptor tax credit apply to someone precepting a JSU student?
No. South Carolina wrote the credit for rotations that serve students of its own public and independent colleges, and JSU is an Alabama university. Further conditions apply to both the preceptor and the rotation itself, and a 2024 act (No. 217) carries the credit through the 2029 tax year.
Would South Carolina's Board need to approve JSU's graduate programs?
Regulation 91-6 reaches outside programs only when their South Carolina clinicals build toward a student's first license; APRN and RN-to-BSN education go unmentioned. A graduate program for licensed nurses therefore falls outside the rule as written. Before planning South Carolina clinicals, ask JSU's School of Nursing to confirm its own reading for your program.
