Texas residents weighing JSU's nursing programs
A Texas address rules out JSU's two BSN-DNP nurse practitioner tracks, because JSU weighs NP applicants from just five Southeastern states: Alabama, Georgia, Florida, Mississippi and Tennessee. Texas appears as "Not yet determined" on JSU's October 15, 2021 NP licensure disclosure, as does every state but Alabama. How little that label decides is covered on the licensure disclosure page.
Where the Texas Board draws its line
Before a school from another state holds any clinical learning in Texas, the Texas Board of Nursing must sign off, and NC-SARA membership does not change that. Board rules 215.3(e) and 214.3(e), which Education Guideline 3.1.3 (its May 2026 revision) explains, point that sign-off at vocational and RN programs that prepare students for their first license: diploma and ADN programs, BSNs, and master's programs for entry-level students.
Graduate, APRN and RN-BSN programs sit outside those approval rules. Chapter 219, the Board's APRN education standards, lets preceptors be licensed APRNs or other licensed clinicians capable of teaching and supervising, with a written agreement tying program, preceptor and agency together, though the chapter formally governs APRN programs that want Texas Board approval.
The Texas Board publishes which out-of-state schools may hold clinicals there, but only pre-licensure schools appear, so that list tells a JSU graduate student nothing.
Practice rules, the compact and four large metros
Texas has been part of the compact since its January 2018 implementation, so a multistate license issued in Texas carries across member states. On NP practice, AANP marks Texas restricted: an NP's authority is delegated by a supervising physician through written protocols that last a career, and Schedule II prescribing is allowed only in certain settings.
Roughly 8.5 million people lived in the Dallas-Fort Worth-Arlington metro in 2025 and about 7.9 million in Houston's, and the metros around Austin and San Antonio are each above 2.6 million. Moving east to one of the five states
Living in one of the five Southeastern states is the only path onto JSU's NP tracks, and it earns consideration, not a seat. Texas and all five share the compact, so what changes is the state issuing your multistate license: Alabama's Board, for instance, requires its own license from any nurse who makes Alabama a primary home.

Is Jax State's FNP program open to someone in Houston or Dallas?
Not while you live in Texas. Texas is not on the short list JSU prints for its BSN-DNP FNP and AGACNP tracks, which consider only residents of five Southeastern states. A move to one of them makes you eligible; admission is still decided on review. JSU's exact note is on the five-state rule page.
Does the Texas Board of Nursing need to approve JSU for a DNP residency in Texas?
The Board's out-of-state approval rules cover pre-licensure programs only, and a Post-Master's DNP residency is graduate work for nurses already licensed. Whether JSU will enroll a Texas resident, and how it would handle residencies there, are questions to put to the School of Nursing. Residency course details sit on the Post-Master's DNP page.
Who can precept an APRN student under Texas rules?
Chapter 219 of the Board's rules accepts licensed APRNs, or other health care professionals with a current license who are able to teach and supervise, as preceptors, under written program-preceptor-agency agreements. Those standards formally govern programs seeking Texas Board approval. For a JSU course, JSU's faculty clear every preceptor, so JSU's own requirements are the ones to meet.
Is there a Texas tax credit or other incentive for NP preceptors?
No tax credit was found, and the state's grant pages list no dedicated NP-preceptor grant. The benefit Texas does offer, under Education Code 54.356, is a partial tuition exemption at public Texas colleges for eligible Texas-resident RNs, and their children, who precept students in a public undergraduate program heading for a first RN license. Graduate and NP preceptors fall outside it.
