Minnesota and Jacksonville State nursing: what fits
Jax State reviews nurse practitioner applicants from just five Southeastern states, so a Minnesota resident cannot enter its FNP or AGACNP track. For the Post-Master's DNP and the Population Health MSN there is no printed state list, and JSU wants applicants outside Alabama to speak with the School of Nursing beforehand. Minnesota law is relatively open to students of outside programs, though individual health systems can ask for much more.

A relaxed statute, stricter sites
For a school outside Minnesota, the rules start from a generous premise. Board rule 6305.0300 counts a U.S. or Canadian nursing program as board-approved, for purposes of the student exemption, once its own state or province has signed off on it. The catch sits with supervision: whoever instructs the student there needs Minnesota RN licensure, with registration current.
Nurses already licensed elsewhere get a second opening. Under section 148.271(6) of the statutes, an out-of-state RN enrolled in Minnesota in a formal, structured course of study, such as graduate work, may practice within it, advanced practice included, without a Minnesota license. Beyond these two provisions, no Board filing for programs from other states came to light.
Sites write their own rules, as Mayo Clinic's NP clinical education page shows. The school signs an affiliation agreement with Mayo. The student carries a Minnesota license, unencumbered and currently registered, and completes a Minnesota DHS background study. Faculty of record hold RN or APRN licensure in whichever state hosts the experience. All exceed the statute.
Licensing, practice and training dollars
Minnesota's RN license is single-state: the state is outside the compact, and NCSBN's map lists no compact legislation there. In AANP's ratings Minnesota is full practice, once a new NP has spent at least 2,080 hours in a collaborative agreement whose partner is a physician or another APRN.
The health department's MERC program (Medical Education and Research Costs) partly offsets what accredited clinical education costs Minnesota training sites, and APRNs are among the eligible trainees. The support goes to training sites, and it follows in-state programs only: MERC wants the school, not just the site, located in Minnesota.
By 2025 census estimates, close to 3.65 million Minnesotans live in the Twin Cities metro, and Duluth, Rochester and St. Cloud each count more than 200,000 in-state residents. Mayo Clinic and M Health Fairview appear among the state's major systems, as do HealthPartners, Allina Health and Essentia Health.
A move to one of the five
Residence in one of JSU's five states brings the NP tracks into consideration, without promising a seat. All five belong to the compact, so relicensing in your new home state brings a multistate credential that Minnesota could not offer. Can a Minnesota RN enroll in JSU's online FNP track?
Not while living in Minnesota. JSU's graduate nursing page confines NP track consideration to residents of five Southeastern states. For other JSU programs, the School of Nursing is the contact. If you later move to one of the five, admission is still JSU's decision.
Would I need a Minnesota license for a graduate practicum there?
Under the statute, probably not: a nurse with another state's RN license, practicing inside a structured graduate course in Minnesota, falls under an exemption. A site can still insist; Mayo Clinic's NP page, for one, wants Minnesota licensure and a DHS background study. Read each site's terms, and confirm with JSU that the program is open to you.
Can a Minnesota site draw MERC support for hosting a JSU student?
No. MERC eases what accredited clinical education costs Minnesota host sites, yet its eligibility criteria insist that the school, as well as the site, sit in Minnesota. A student from a program based anywhere else, JSU included, brings the host site no MERC support.
What changes about my license if I relocate to Tennessee?
Tennessee is a compact state, so once it is your primary residence you would apply for a Tennessee license, which can carry multistate privileges your Minnesota license lacks. JSU's own RN license wording differs between its website and catalog; the RN license page sorts out the two versions.
