Nebraska nurses considering Jacksonville State
Nebraskans sit outside the five Southeastern states from which Jax State draws FNP and AGACNP applicants. JSU's other graduate options, the Post-Master's DNP and the Population Health MSN, have no posted state list, and anyone living beyond Alabama is asked to open a conversation with the School of Nursing before applying. Nebraska leaves post-licensure programs unregulated but watches closely where licenses are held.

JSU's professional licensure disclosure for the NP tracks, dated October 15, 2021, marks Nebraska not yet determined, like every state but Alabama. For the Post-Master's DNP and the MSN, JSU has posted no disclosure. JSU's five-state rule explains the NP limit.
Nebraska's Board steps back from graduate programs
Nebraska reserves program approval for schools preparing new nurses. DHHS describes the Board approving prelicensure education aimed at Nebraskans, and it asks any NCLEX-bound program with students in Nebraska to make contact, since approval may follow.
Everything after the first license is left alone. Post-licensure education, online or not, falls outside the Board's regulation, per DHHS, so an RN-to-BSN, MSN or APRN placement in Nebraska involves no Board approval. DHHS also leaves preceptor qualifications for such programs to the school.
Who needs a Nebraska license
Nebraska follows NCSBN guidance that nursing happens where the student is. DHHS applies that to faculty: instructors need licensure in the state where their student is located, and anyone teaching APRN students there needs Nebraska APRN licensure.
Students have an easier time thanks to the compact, which Nebraska put into effect in January 2018: a multistate license from any member state generally reaches Nebraska. The reverse holds too: a Nebraska multistate credential already reaches all five JSU states.
Practice rules and a board in transition
AANP lists Nebraska as full practice, reached after a 2,000-hour stretch working under a supervising provider. Rosters DHHS posted up to June 2026 included a distinct APRN board; the mid-July and mid-September 2026 rosters omit it and seat advanced practice nurses, CNS and CNM members included, on the Board of Nursing for terms starting that July. A consolidation looks likely, but no statute text was found to confirm one. Official sources showed no state preceptor incentive.
Omaha dominates: roughly 887,000 Nebraskans lived on the state's side of that metro in 2025 census estimates, against some 352,000 around Lincoln and 78,000 in the Grand Island area. Nebraska Methodist Health System, Children's Nebraska and Bryan Health, along with Nebraska Medicine and CHI Health, are examples of its systems.
What a move to the Southeast would mean
Once your primary residence is in Alabama, Georgia, Florida, Mississippi or Tennessee, JSU will consider you for the NP tracks, with admission still its decision. Under compact rules your next license would come from the new home state, and practice rules would tighten from Nebraska's full practice to reduced in Alabama and Mississippi or restricted in the other three, by AANP's ratings. Questions JSU students ask
Can I study JSU's AGACNP track from Omaha?
Not as a Nebraska resident. Both NP tracks, per JSU's graduate nursing page, consider only applicants who reside in Tennessee, Mississippi, Alabama, Georgia or Florida. Relocate to one of them and you can apply as a resident; JSU's admission review decides.
Would a DNP residency in Nebraska need Board approval?
Not from the Board, which leaves post-licensure education unregulated according to DHHS. Licensing is the real checkpoint: faculty need licensure where their student is, and APRN faculty need Nebraska APRN licensure. JSU decides whether it can offer its DNP to a Nebraska resident, so ask the School of Nursing first.
Who sets preceptor qualifications for a graduate student in Nebraska?
The school does, according to DHHS, whenever the program is post-licensure. That puts JSU's own expectations in charge, and JSU has not published full preceptor qualifications for its NP courses. Our preceptor requirements page explains what JSU does publish and who to ask.
Does my Nebraska license carry over to Georgia?
Yes, for as long as you live in Nebraska: the multistate license it issues reaches Georgia and the rest of the compact. Moving to Georgia permanently makes it your primary residence, and at that point you apply for a Georgia license. JSU's RN license wording varies between sources; see the RN license page.
