Studying at Jax State from Utah
Utah residents are outside the five states JSU names for its BSN-DNP nurse practitioner tracks, so the FNP and AGACNP are off the table from a Utah address. Whether JSU's Post-Master's DNP or its Population Health MSN is open to you is a question for the School of Nursing. Utah also sets conditions on out-of-state programs before any clinical placement, at every level, graduate work included.

JSU's October 15, 2021 disclosure for its NP tracks gives Utah the same "Not yet determined" mark as every state other than Alabama. The licensure disclosure page covers why that mark settles little.
R156-31b-609: what Utah asks of an outside program
For a JSU residency or practicum in Utah, the key text is R156-31b-609 in the Utah Administrative Code. Before any student from an outside school reaches a Utah hospital, clinic or agency, that school must convince two Utah bodies, the licensing division and the nursing board, on five points:
- Home-state approval from its own nursing board, and accreditation by a nursing body the federal Education Department recognizes
- Program-employed faculty with a college or university affiliation, meeting the accreditor's standards and the home state's too
- Licensure in good standing, through Utah or through another compact member, for every preceptor and for in-person supervising faculty
- A stated method for picking clinical sites and for choosing and overseeing faculty or preceptors
- An annual report each August 1 with a count of the Utah placements, confirmation of those licenses and proof of current accreditation
The rule draws no pre-licensure versus graduate distinction, so a JSU DNP residency or MSN practicum in Utah looks covered. JSU holds Alabama Board of Nursing approval and CCNE accreditation, covered on the accreditation page, but whether it has satisfied Utah's rule is not published; ask the School of Nursing before planning Utah clinicals.
Licensing and practice in Utah
Utah RNs have carried multistate licenses from the compact's January 2018 start. In March 2022 the state also adopted the APRN Compact, which sits idle until seven states sign; five had by 2026. AANP places Utah NPs in its full practice category.
Salt Lake City-Murray is the biggest metro at roughly 1.3 million residents in 2025, with Provo-Orem-Lehi at about three-quarters of a million, Ogden at about two-thirds of a million and St. George a little over 200,000. Much of Utah's nursing workforce is employed by three systems: Intermountain, the University of Utah's health system, and MountainStar, which belongs to HCA.
What a move to the Southeast would change
Moving your residence into the Southeastern five puts the FNP and AGACNP tracks within reach; JSU then weighs your application like any other. Utah and all five are compact states, so you would trade one multistate license for another issued by the new home state, and Alabama's Board, for one, says a nurse who settles there as a primary resident needs Alabama licensure.

Can a Salt Lake City nurse apply to JSU's AGACNP track?
Not as a Utah resident. Utah is not one of the five Southeastern states JSU lists for its two BSN-DNP nurse practitioner tracks. Setting up a permanent home in one of them is what makes you eligible to be considered. See the five-state rule page for JSU's wording.
Does Utah's out-of-state rule cover graduate programs like JSU's?
It appears to. R156-31b-609 speaks to nursing schools from other states seeking clinical or practicum placements in Utah, with no carve-out for graduate education. A JSU Post-Master's DNP residency or MSN practicum in Utah would therefore hinge on JSU meeting it. JSU has not published its status, so ask the School of Nursing directly.
Do preceptors in Utah need a Utah license?
Yes, or one from a compact state. Utah's rule covers every preceptor an outside nursing school uses there: each needs a Utah license in good standing or one from a state that belongs to the compact. Does Utah's APRN Compact membership help me practice in Alabama?
Not today. The APRN Compact Utah adopted in 2022 stays dormant until seven states join, and by 2026 only Delaware, Wyoming, Utah and the two Dakotas had enacted it. On top of that, Alabama's Board requires its own advanced practice approval even for APRNs with multistate RN licenses from other states.
