Vermont's rulebook and schools based elsewhere
Board approval has been the price of running a nursing education program on Vermont soil since the rules of May 11, 2023 took effect. Programs delivered entirely online answer instead to the state's Agency of Education. Nothing in the rules, FAQ or statutes reviewed here speaks to outside schools whose students train at Vermont sites.
One point deserves a direct question before a Vermont practicum or residency is planned. The student exemption in Vermont's licensing statute speaks of study in Board-approved programs, so ask the Board and JSU's School of Nursing how that wording would treat you.
Who can precept an APRN student in Vermont
The Board's FAQ is specific. Only advanced practice nurses and physicians qualify, each with a current, unencumbered Vermont license, a role and population focus that match the student's, and a working tie to the school's faculty. PAs are left off the list for APRN students.
A one-time preceptor incentive ran in fiscal year 2023, aimed at nurses in Vermont's critical access hospitals whose students came from in-state programs. Outside schools were never part of it, and no source shows it continuing past that year.
Licensing, practice and care around the state
Compact licensing began in Vermont on February 1, 2022, and the Board's Rule 4.1 honors another compact state's multistate license until its holder moves their primary home to Vermont. No APRN Compact law has passed there.
Full practice is AANP's rating for Vermont, with one transition: newer NPs, below the 24-month, 2,400-hour threshold, need a Vermont-licensed collaborator, either a physician or an APRN. Census estimates for 2025 put roughly 228,000 people in the Burlington-South Burlington metro, close to 60,000 around Rutland and about 87,000 in Vermont's part of Lebanon-Claremont. University of Vermont Health, Rutland Regional and Dartmouth Health's Southwestern Vermont Medical Center are examples of the systems.

Settling permanently in one of JSU's five states is what brings the FNP and AGACNP tracks into play, with JSU still deciding each application. All five are compact members, so the new home state would take over issuing your multistate license. JSU's web pages and catalog describe the RN license requirement differently, a gap the RN license page walks through, and living in the Southeast shortens the drive for JSU's on-campus days.

Can I start JSU's online FNP program while living in Burlington?
Not with a Vermont address. Both BSN-DNP nurse practitioner tracks consider only applicants who reside in Alabama, Florida, Georgia, Mississippi or Tennessee. Setting up residence in one of them opens the door to consideration, and JSU's admission review takes it from there. The five-state rule page quotes the note.
Could a Vermont physician assistant serve as my preceptor?
Not for APRN coursework in Vermont. The state's Board restricts that job to APRNs and physicians, each holding an active Vermont license without encumbrances and a practice that matches the student's role and population. JSU's faculty then give their own approval on top of the state's rule.
Does a Vermont multistate RN license reach other compact states?
For RN practice, yes, while Vermont remains your primary residence. It carries no nurse practitioner authority, though: the APRN Compact that would do that is not yet operating, and Vermont has not enacted it.
Is the Post-Master's DNP open to a Vermont nurse?
JSU attaches no state list to it. Prospective Post-Master's DNP students from outside the five NP states are asked to get in touch with the School of Nursing, and JSU's DNP pages warn that some programs are unavailable in some states.
