Washington residents and JSU nursing: two limits to know
A Washington nurse runs into two separate limits. JSU keeps its FNP and AGACNP tracks for residents of five Southeastern states, beginning with Alabama, so a Washington address closes them. Washington then adds a rule of its own for out-of-state distance programs whose students train in the state, and the September 21, 2026 edition of WABON's roster of approved out-of-state programs did not include JSU.

JSU's graduate nursing page has carried its five-state note for the NP tracks since at least 2020. Its other graduate programs come with no state list; anyone living beyond Alabama is asked to talk to the School of Nursing ahead of applying.

WABON's list of approved out-of-state programs
WAC 246-840-571 puts a gate in front of any distance program from another state: none of its students begins a clinical or practice experience in Washington until WABON, the state's Board of Nursing, has approved the program. For JSU to gain that approval, it would have to apply, show that its program matches Washington's standards, supervise and evaluate its students on Washington ground, keep national accreditation and file annual reports.
WABON's roster includes other schools' RN-BSN, MSN and NP tracks, yet JSU was absent from it when the September 21, 2026 file was read on September 27. Even for listed schools, approved placements are limited to students who live in Washington, with exceptions weighed one by one. In a CR-101 filing on the fifth of December 2025, WABON also opened rulemaking on these education rules, clinical placement barriers included, so read the current text before you plan.
Who teaches and precepts ARNP students in the state
When an outside program's faculty teach ARNP practice in Washington, each needs a Washington ARNP license. For preceptors the state sets two tests: an active, unencumbered ARNP, MD or DO license, where a matching license from elsewhere also works, and no family or friendship link to the student.
WABON also runs a preceptorship grant for preceptors, but a JSU student's hours would not count toward it: programs based outside Washington are ineligible wherever the hours take place, and RN-BSN programs are left out as well.
Licensing and care from Seattle to Spokane
Compact licensing is new to Washington, implemented on January 31, 2024. AANP gives its NPs full practice authority, and no APRN Compact law has been enacted there. By the 2025 census estimate the Seattle-Tacoma-Bellevue metro is 4.16 million strong; Spokane-Spokane Valley adds about 608,000, and Washington's slice of Portland-Vancouver-Hillsboro near 545,000. Examples of systems: PeaceHealth, UW Medicine, Providence (headquartered in Renton), Virginia Mason Franciscan Health and MultiCare.
A Southeastern move and your Washington license
Settling in Alabama, Georgia, Florida, Mississippi or Tennessee is the only published route onto the NP tracks, and admission stays with JSU. The move also takes WABON out of the picture, since clinicals would then happen near your new home. Your license changes with you: the new home state, a compact member like the rest of the five, issues your multistate RN license. Questions JSU students ask
Is JSU's online FNP track open to someone in Tacoma?
Not while Washington is home. JSU considers FNP and AGACNP applicants only if they reside in one of five Southeastern states. WABON approval, which JSU lacked on the September 2026 roster, is a second hurdle for clinicals in the state.
Could I complete a Post-Master's DNP residency at a Washington hospital?
Only after WABON approves JSU for Washington clinicals, and JSU was absent from the September 21, 2026 roster. Ask JSU's School of Nursing about availability in Washington before you apply; our Post-Master's DNP guide describes the residencies.
Can a friend or relative precept me in Washington?
No. Washington bars a relative or personal friend of the student from precepting an ARNP student. The preceptor must also hold an active, unencumbered license as an ARNP or physician, and a comparable license from another state qualifies. JSU's faculty then review every preceptor before clearance.
Might Washington's clinical placement rules change?
They might. WABON started rulemaking in December 2025 on its education rules, the sections of chapter 246-840 WAC numbered 500 through 571, and easing clinical placement barriers is within that scope. Until new text is adopted, the approval requirement stands.
