From Charleston, Morgantown or Huntington, the NP answer is the same: JSU accepts FNP and AGACNP applications for review only from Alabama residents and those of four bordering states, Georgia, Florida, Mississippi and Tennessee. Its Population Health MSN and Post-Master's DNP list no states, though JSU wants non-Alabama applicants to talk with its School of Nursing up front. West Virginia routes oversight of outside graduate clinicals through its higher education commission, not its RN board.

West Virginia's cell on JSU's 2021 NP licensure disclosure says "Not yet determined," as every cell outside Alabama does. Our licensure disclosure page explains the wording.
WVHEPC, not the RN Board, for graduate clinicals
Two agencies share the ground in West Virginia. Pre-licensure education is the whole of the RN Board's remit, and outside schools of that kind need its approval before rotations begin in the state. A graduate program like JSU's gets sent elsewhere by the Board: to WVHEPC, the Higher Education Policy Commission, and to the program's national accreditor.
WVHEPC's nursing education office describes two triggers for Commission approval when a non-West Virginia APRN or graduate program runs clinicals in the state: the school holds no NC-SARA membership, or ten or more of its students are at one West Virginia site. JSU participates in NC-SARA, so for JSU the headcount test is the one that matters.
The license a West Virginia clinical calls for
The same office links the license a student needs to the student's home. Live in West Virginia, and clinicals there require the state's own RN license; live anywhere else, and a multistate license under the compact does the job. The compact took hold in West Virginia on January 19, 2018, and LPN licensing sits with a separate board of examiners.
Collaborative prescribing and the Mountain State's systems
AANP classes West Virginia as reduced practice because of its collaborative prescribing rules, covered in the FAQs below. No APRN Compact law has passed, and our research turned up no state preceptor incentive.
2025 census estimates give Charleston roughly 200,000 residents and Morgantown about 142,000, while the West Virginia portions of two cross-border metros hold roughly 185,000 (Huntington-Ashland) and 158,000 (Hagerstown-Martinsburg). Among the systems: Marshall Health Network, WVU Medicine and Vandalia Health, the last grouping CAMC with Mon Health and Davis Health.
A new home state and the NP door
A move into JSU's five-state region is the path JSU publishes to its FNP and AGACNP tracks, and admission stays JSU's decision. Each of those states belongs to the compact, so your multistate license would be reissued there, and the WVHEPC questions would drop away for clinicals in your new state. Questions JSU students ask
Can a Morgantown nurse enroll in JSU's FNP track?
Not from a West Virginia address. JSU's residency note covers both nurse practitioner tracks and names five states in the Southeast, none of them West Virginia. After a move to one of the five you could apply as that state's resident, with admission left to JSU. The exact wording is on our five-state rule page.
Does the West Virginia RN Board approve graduate programs from other states?
Its approval process is built for pre-licensure schools. Outside graduate and APRN programs are referred to WVHEPC, which reviews schools outside NC-SARA and, for SARA members like JSU, any site hosting ten or more of their students. Ask JSU and WVHEPC how that fits your plans.
How long does a new West Virginia NP practice under a collaborative agreement?
AANP's West Virginia summary puts the collaborative period at three years of prescriptive practice with a physician partner, and it notes a three-day ceiling on Schedule II narcotics. The rules apply in West Virginia whatever school an NP attended.
Is JSU's MSN open to West Virginia residents?
Possibly. The Population Health MSN, with or without its Nursing Education or Emergency Management concentration, has no published state list, and JSU's MSN pages ask applicants from beyond Alabama to speak with the School of Nursing ahead of time. Practicum work in NU 5980 and NU 5985 would then have to fit West Virginia's rules; see our MSN Population Health guide.
