Wisconsin nurses weighing a JSU program: the approval question
JSU's family and acute care NP tracks are off the table for a Wisconsin resident, since JSU considers applicants to them only from Alabama and the four neighbors on its list. The Population Health MSN and the Post-Master's DNP have no posted state list; JSU wants a conversation with its School of Nursing before an application. Wisconsin then asks something many states skip, Board approval for nursing schools based elsewhere, graduate programs included.

Wisconsin reviews outside schools, graduate level included
Wisconsin stands apart here. On Form 3067-OEE, in its April 13, 2026 revision, DSPS points to Wis. Admin. Code N 1.06: a nursing school headquartered outside Wisconsin must hold approval from the state's Board of Nursing. Covered programs run from practical nursing and associate or bachelor's RN study, post-licensure bachelor's included, up to the graduate level. Once approved, a school files Form 3069OEE, a self-evaluation report, to keep that approval.
This guide's research did not confirm whether JSU appears among Wisconsin's approved out-of-state schools, so put that question to JSU's School of Nursing and to DSPS before counting on any Wisconsin clinical hours.
Preceptor licenses and the Act 17 change
The form also covers people: anyone teaching or precepting in a Wisconsin clinical needs Wisconsin authority to practice, by license or by privilege. For RN work the compact is one route to that privilege, since Wisconsin implemented it on January 19, 2018; advanced practice authority still comes from Wisconsin itself, because Wisconsin has passed no APRN Compact law.
That authority changed shape on September 1, 2026, when 2025 Wisconsin Act 17 took hold. APRN is now the license DSPS issues, in four recognized roles with nurse practitioner one of them alongside CRNA, CNS and CNM, and APNP holders were moved over to it. Independent practice, with no collaborating physician, requires its own application and the Board's approval. AANP's current listing still shows Wisconsin as reduced practice under a physician collaboration requirement.
Milwaukee, Madison, Green Bay and Appleton
The Milwaukee-Waukesha metro, about 1.58 million people by 2025 census estimates, dwarfs the rest: Madison near 710,000, Green Bay roughly 337,000, Appleton close to 250,000. Systems there include UW Health, Aspirus Health, Advocate Health's Aurora Health Care, Froedtert ThedaCare Health and Ascension Wisconsin.
A Southern address and your Wisconsin license
Moving your home to Alabama or one of the four states beside it on JSU's list opens the NP tracks to an application, which JSU then judges. Wisconsin's approval question fades for clinicals held in the new state. Since all five belong to the compact, the new state would issue your multistate license. Questions JSU students ask
Can I apply to JSU's online AGACNP program from Milwaukee?
Not while you live in Wisconsin. The residency note on JSU's graduate nursing page limits both BSN-DNP nurse practitioner tracks to applicants from five Southeastern states. A permanent move to one of them changes your standing, though JSU's admission review still decides who is offered a seat.
Who can precept a nursing student at a Wisconsin site?
Per the Board's out-of-state school form, a preceptor at any Wisconsin site must be authorized to practice in Wisconsin, through a Wisconsin license or a practice privilege. Advanced practice credentials there have been APRN licenses since September 1, 2026. JSU's faculty then apply their own review before a preceptor is cleared.
Is JSU's Post-Master's DNP available in Wisconsin?

Can a Wisconsin nurse take JSU's MSN in Population Health?
Possibly. JSU posts no state list for the MSN, and its MSN pages steer anyone living beyond Alabama to the School of Nursing before applying.
