Wyoming residents and JSU nursing: tracks, notice rules and moves
Living in Wyoming places you outside the residency rule for JSU's nurse practitioner tracks, which JSU reserves for applicants from Alabama and four neighboring Southern states. For the Population Health MSN or the Post-Master's DNP no state limit is posted, and JSU would like you to check with its School of Nursing ahead of applying. If a JSU student ever trained in Wyoming, the state would ask for written notice rather than Board approval.

Notice, not approval: Wyoming's Chapter 6
Chapter 6 of the Wyoming State Board of Nursing's rules treats outside programs in two tiers. Post-licensure programs, the tier holding APRN, DNP, MSN and RN-to-BSN study, go without Board approval; what the Board wants instead is a written heads-up before a student's Wyoming clinical, for which it publishes a model cover letter. The program and the clinical facility must also have a signed written contract in place before that clinical starts, and the program keeps a copy on hand for the Board.
Wyoming also wants every outside program anchored somewhere official, either through Wyoming Department of Education registration or through NC-SARA, and JSU describes itself as an NC-SARA participant. Pre-licensure LPN and RN programs take the harder road of seeking the Board's permission, supported by a program description, a rationale, proof of home-state approval and license documents for faculty and preceptors.
An early APRN Compact state with full practice
Wyoming moved early on the APRN Compact; the law now sits in Wyoming Statutes Title 33, Chapter 21, Article 3. Delaware, North Dakota, South Dakota and Utah are the other enacting states as of 2026, and the compact needs seven before it operates, so NP licenses remain state issued for now. January 19, 2018 is the date Wyoming's RNs gained multistate licensing under the Nurse Licensure Compact; for NPs, AANP rates Wyoming full practice.
Cheyenne, Casper, Gillette and the hospitals between
Population centers are modest, with roughly 103,000 in the Cheyenne metro, 80,500 in Casper's and about 48,000 in the Gillette micro area, all per 2025 census estimates. Wyoming's hospitals are spread out: Cheyenne Regional Medical Center, Banner Wyoming Medical Center in Casper, Campbell County Health in Gillette, Sheridan Memorial, and Ivinson Memorial in Laramie, which works with UCHealth.
What a Southeastern move would change
Only a move into JSU's five-state region opens the NP tracks, and then JSU decides who is admitted. The compact would follow you: each of the five is a member, so your new home state would take over your multistate license. Questions JSU students ask
Can a Cheyenne nurse apply to JSU's FNP track?
Not while living in Wyoming. Cheyenne is outside the five-state region JSU uses for FNP and AGACNP applicants. Once you make one of those five states your home, you can apply as its resident, and JSU makes the admission decision; the five-state rule page shows the note.
Would a JSU DNP residency in Wyoming need Board approval?
Chapter 6 exempts post-licensure programs such as a DNP from Board approval. The program would instead owe the Board advance written notice, sign a facility contract before the clinical starts, and show its Wyoming footing through state education registration or NC-SARA. JSU reports NC-SARA participation, but ask its School of Nursing whether it enrolls Wyoming residents at all.
Can a Wyoming NP use the APRN Compact to practice in other states yet?
Not yet. Wyoming has enacted it, yet the compact stays inactive until seven states are on board, and 2026 found five. For now an NP needs each state's own license, while RN work across compact states runs through the Nurse Licensure Compact.
Is JSU's MSN available to Wyoming residents?
No state list is posted for the Population Health MSN. Nurses living outside Alabama are asked by JSU's MSN pages to get in touch with the School of Nursing first. Practicum hours in Wyoming would fall under the Board's written-notice rule, and our MSN Population Health guide covers the courses.
